Our Action and Philosophy

Implementation of our project lays on the Community of towns. However, it is based upon the strong principles which are the founding conditions for achievement; the purpose of the Country is to meet its commitments.

 

Geography solidarity

Implementation of such development project implies to reach a permanent balance between • towns which have a leading and dynamic part to play within the economy, culture, sport, social and health fields. • Main towns (administrative subdivision of a French department) and Guégon, Ménéac and Sérent) must be development areas equiped with main useful services ready to help the inhabitants. • Rural areas where trading and craftsmanship activities should be kept up, with facility to public and health services. Housing and schools facilities must be also maintained.

Experiment

The development axes of the Country are traditional as for their contents, however, we shall try to finds genuine and experimental modalities for their implementation, such as: • Mixing Private and Public actions (for example, day care centres, health services, help to unemployed and professional training. • Finding partnership with neighbouring territories and departments (as for tourism, every day life services, finding qualified workers, etc.)

Identity

Our development plan implies to strengthen the identity and picture of the Country, at the economic, cultural and tourism level. Our action will aim at strengthening the feeling to belong to a specific territory; we also wish to make it clear for people from other regions (promotion and communication actions, sign boards, depicting activity parks, etc.) We are also very aware of budget limits. We shall be all the more proud of our region than our territory will be an example for economic, sport, culture, health and social fields.

Assessment

All active members wish to follow the growth and consistency of projects. Actions must be relevant and efficient, and corrective measures will be taken if needed. All actions will be regularly assessed in connection with the Development Council.

Technical and Financial engineering

The growing complexity of projects and processes implies that the Country should be equipped with necessary human resources, when necessary, in order to set up highly technical projects. Each Community of towns will request human engineering skills either inside or outside the country.
